The subject that draws us together today, the struggle against corruption, is fundamental to the ability of this nation to move forward as a truly democratic state committed to the rule of law and the protection of the rights of every Yemeni citizen.
All of Yemen’s friends are encouraged to see this nation take important positive steps in fighting corruption. The formation of the Supreme National Authority for Combating Corruption, the implementation of the financial disclosure law, and now the establishment of this High Tender Board are initiatives that point clearly to Yemen’s determination to succeed in this critical area.
For our part, the United States, as well as the international donor community, are ready to help Yemen as it battles corruption. Our support will help strengthen key institutions, like the High Tender Board. The Board will have a crucial role in increasing transparency and, in the process, the credibility of the Yemeni government.
This retreat is the first activity for the newly elected High Tender Board members. During this time, the Board will decide how to establish in a permanent way transparent and credible procurement policies.
We look forward to the retreat’s outcome and next steps which we will continue to support in cooperation with the donors community in Yemen including the World Bank, Germany, the Netherlands, and the United Kingdom.
However, international assistance alone can not solve this problem for Yemen. The government of Yemen needs to do much more to ensure that corruption does not impede the development of fundamental democratic institutions and practices, such as:
• An open and free media, in which differences of opinion can be expressed without fear of intimidation or violence.
•
• Free and fair elections that reflect faithfully the will of the people of this country.
An independent judiciary that ensures that the law is applied equally.
When these institutions and practices thrive, corruption has no place.
Yemen is on the path to making these reforms a reality. The High Tender Board is evidence of this commitment. My congratulations to its members and best wishes for your future success.

إن القضية التي تجمعنا اليوم هي مكافحة الفساد. مكافحة الفساد هي أساس قدرة هذا البلد للمضي قُدماً كبلد ديمقراطي حقيقي يلتزم بدور القانون وبحماية حقوق كل مواطن يمني.
من المشجع لكل أصدقاء اليمن أن يشاهدوا اليمن تتخذ خطوات هامة وإيجابية لمحاربة الفساد. يُعدُ تشكيل اللجنة الوطنية العليا لمكافحة الفساد وتطبيق قانون الذمة المالية والآن تشكيل الهيئة العليا للمناقصات والمزايدات مبادرات تشير بوضوح إلى تصميم اليمن للنجاح في هذا المجال الهام.
من جهتنا، نحن شعب الولايات المتحدة ومجتمع المانحين الدولين مستعدون لمساعدة اليمن في محاربة الفساد. سيُساعد دعمنا في تقوية المؤسسات الأساسية مثل الهيئة العليا للمناقصات والمزايدات. ستلعب الهيئة دوراً هاماً في زيادة الشفافية و مصداقية الحكومة اليمنية.
هذه الدورة هي الفعالية الأولى الخاصة بأعضاء الهيئة العليا للمناقصات والمزايدات الذين تم إنتخابهم مؤخراً. خلال هذا الوقت ستقرر الهيئة كيفية تأسيس طريقة دائمة لشفافية ومصداقية سياسات المشتروات.
نتطلع إلى نتائج هذه الدورة وكذا الخطوات القادمة والتي سنعمل على دعمها بالتعاون مع مجتمع المانحين في اليمن مثل البنك الدولي وألمانيا وهولندا والمملكة المتحدة.
ومع هذا فإن الدعم الدولي وحده يعجزعن حل مشكلة الفساد في اليمن. تحتا ج الحكومة اليمنية لعمل المزيد لضمان عدم عرقلة الفساد لتطوير المؤسسات والممارسات الديمقراطية الأساسية مثل:
وجود إعلام حر ومنفتح، يتم فيه مناقشة إختلافات الرأي بدون الخوف من التهديد والعنف.
وجود إنتخابات حرة ونزيهة تعكس وبشكل صادق إرادة الشعب.
وجود قضاء مستقل يضمن تطبيق القانون وبشكل عادل.
عندما تزدهر هذه المؤسسات والممارسات فلن يبقى للفساد مكان.
يسير اليمن على طريق تحويل هذه الإصلاحات إلى حقيقة. الهيئة العليا للمناقصات والمزايدات هي دليل على هذا الإلتزام. أهنأ أعضاء الهيئة وأتمنى لهم النجاح في مستقبلهم.
