United States Signs "End Use Monitoring Agreement" with Yemeni Ministry of Defense

United States Ambassador to Yemen Stephen A. Seche signed the first-ever bilateral agreement between the Yemeni and American armed forces at a ceremony held at the Yemeni Ministry of Defense Officers' Club on Monday, June 16, 2008. The "End Use Monitoring Agreement" will allow for the verification of articles and services provided to Yemen under U.S.-sponsored military and security assistance, thus preventing the misuse or illicit transfer of these items and services. Speaking at the signing, Ambassador Seche said, "Under this agreement, the United States and Yemen reaffirm their commitment to insuring transparency and fighting corruption….Transparency, accountability, and oversight are key components of a free and democratic society. These principles, when properly valued and implemented, help build trust between allies as well as between governments and their citizens."

الولايات المتحدة ووزارة الدفاع اليمنية توقعان "إتفاقية مراقبة الإستخدام النهائي"
قام سفير الولايات المتحدة بصنعاء ستيفن سيش بالتوقيع على أول إتفافية ثنائية بين القوات المسلحة الأمريكية واليمنية في حفل أقيم بنادي ضباط القوات المسلحة التابع لوزارة الدفاع اليوم الإثنين الموافق 16 يونيو 2008.
ستعمل "إتفاقية مراقبة الإستخدام النهائي" على إتاحة التحقق من المواد والخدمات المقدمة لليمن من الدعم العسكري والأمني تحت رعاية الولايات المتحدة وعليه منع إساءة إستخدام أو النقل غير القانوني لهذه المواد والخدمات.
وخلال حفل التوقيع قال السفير سيش " وفقاً لهذه الإتفاقية تُؤكّد الولايات المتحدة واليمن من جديد إلتزامهما بضمان الشفافية ومكافحة الفساد". وأضاف "إن الشفافية والمسؤولية والرقابة هي المكونات الرئيسية للمجتمعات الحرة والديمقراطية". كما اختتم السفير سيش قائلاً " عندما يتم تقدير وتطبيق هذه المبادىء بشكلٍ صحيح سيساعد ذلك في بناء الثقة بين الحلفاء وكذلك بين الحكومات ومواطنيها".
